Resolution 2012-1

RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT, COLUMBIA, COUNTY, ADOPTING SECTION 218 OF THE SOCIAL SECURITY ACT TO OBTAIN ‘ABSOLUTE’ SOCIAL SECURITY COVERAGEWHEREAS, The Columbia County Rural Library District, Columbia County, desires to offer Social Security coverage to its employees,NOW THEREFORE, be it resolved that the Columbia County Rural Library District Board of Trustees does hereby adopt the following resolution:SECTION 1. It is hereby declared to be the policy and purpose of the Columbia County Rural Library District Board of Trustees to extend the provisions of RCW 41.48.030, providing Social Security coverage to eligible employees of the Columbia County Rural Library District.SECTION 2. The Board Chair is authorized and directed to execute an agreement with the State of Washington to secure Social Security coverage of eligible employees as provided in Section 1.SECTION 3. The coverage of eligible employees shall be effective as of August 31, 2007.

SECTION 4.
Withholdings from salaries or wages of employees for the purposes provided in Section 1 of this Resolution are hereby authorized to be made in the amounts and at such times as may be required by applicable State and Federal laws and regulations, and shall be paid to the Internal Revenue Service, in such amounts and at such times as are designated in IRS Code 3121(b)(7)(E) and 3126.SECTION 5. Employer contributions shall be paid from amounts appropriated for such purposes to the Internal Revenue Service in accordance with applicable Federal laws.SECTION 6. The Columbia County Rural Library District shall maintain such records and submit such reports as may be required by applicable State and Federal laws or regulations.SECTION 7. This resolution shall take effect and be in full force from and after its passage.I, Jay Ball, Board Chair, do hereby certify that the foregoing is a true and correct copy of Resolution passed by the Columbia County Rural Library District Board of Trustees on the 16th day of January, 2012.


Resolution 2012-2

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT, COLUMBIA COUNTY, WASHINGTON INCREASING MEDICAL EMPLOYER PAID BENEFIT FROM $617 TO $665.23 PER MONTH

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the medical insurance has increased and that the employer paid benefit for medical insurance needs to increase for Columbia County Rural Library District employees from $617 to $665.23 per month based upon a full-time position, and

WHEREAS, The Board of the Columbia County Rural Library District believes that the employer paid medical benefit of $665.23 per month is fair and equitable, the Library Board of Trustees would like to set the Columbia County Rural Library District Employees’ employer paid medical benefit at $665.23 per month for a 38-40 hour position; $498.93 for a 30-37 hour position (75% of $665.23); and $399.14 for a 25-29 hour position (60% of $665.23), and

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to pay employer paid medical benefits at $665.23 for a 38-40 hour per week position; $498.93 for a 30-37 hour per week position; and $399.14 for a 25-29 hour per week position effective for the January 2013 benefits and that this resolution rescinds and supersedes any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the medical employer paid benefit may only be changed at the beginning of the year, provided that said rate is within budgetary limits and in accordance with Columbia County Rural Library District Board of Trustees resolution.

BOARD OF COLUMBIA COUNTY RURAL LIBRARY DISTRICT

 


Resolution 2012-3

 

WHEREAS, the Board of Trustees of Columbia County Rural Library District has met and considered its budget for the calendar year 2013; and

WHEREAS, thedistricts actual  levy amount from the previous year was $ 279,408_________; and

WHEREAS, the population of this district is less than 10,000; and now, therefore,

BE IT RESOLVED by the governing body of the taxing district that an increase in the regular property tax levy is hereby authorized for the levy to be collected in the 2013 tax year. The dollar amount of the increase over the actual levy amount from the previous year shall be $ 2,794 which is a percentage increase of 101_% from the previous year.  This increase is exclusive of additional revenue resulting from new construction, improvements to property, newly constructed wind turbines, any increase in the value of state assessed property, any annexations that have occurred and refunds made.

Adopted this 19th day of November, 2012.


Resolution 2012-4

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT, COLUMBIA COUNTY, WASHINGTON INCREASING MEDICAL EMPLOYER PAID BENEFIT FROM $617 TO $639.68 PER MONTH INSTEAD OF $665.23

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the medical insurance has increased and that the employer paid benefit for medical insurance needs to increase for Columbia County Rural Library District employees from $617 to $639.68 per month based upon a full-time position instead of an increase to $665.23 as stated on Resolution 2012-02 and that the reductionin medical rates was due to the Wellness Incentivized program receiving its quota of employees who signed up for the program and that the reduction in the Premera Blue Cross PPO Plan was not known until after the Columbia County Rural Library District Board meeting on November 19, 2012.

WHEREAS, The Board of the Columbia County Rural Library District believes that the employer paid medical benefit of $639.68 per month is fair and equitable, the Library Board of Trustees would like to set the Columbia County Rural Library District Employees’ employer paid medical benefit at $639.68 per month for a 38-40 hour position; $479.76 for a 30-37 hour position (75% of $639.68); and $383.81 for a 25-29 hour position (60% of $639.68), and

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to Rescind Resolution 2012-02 for employer paid medical benefits at $665.23 for a 38-40 hour per week position; $498.93 for a 30-37 hour per week position; and $399.14 for a 25-29 hour per week position effective December 17, 2012.

Instead the County Auditor is authorized to apply the medical benefit of $639.68 per month for a 38-40 hour per week position; $479.76 for a 30-37 hour position; and $383.81 for a 25-29 hour position effective for the January 2013 benefits and that this resolution 2012-04 rescinds and supersedes Resolution 2012-02 and any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the medical employer paid benefit may only be changed at the beginning of the year, provided that said rate is within budgetary limits and in accordance with Columbia County Rural Library District Board of Trustees resolution.

ADOPTED, this 17th day of December 2012.
